Does setting up a Dutch company give a UK company's director or founder the right to live and work in the Netherlands?

No. Company formation and immigration are two separate legal processes in the Netherlands, and completing one does not automatically grant status under the other. UK nationals who plan to relocate to the Netherlands generally still need to meet the applicable Dutch residence and work permit requirements that apply to their situation.
