No. Dutch is not a condition for the permit, and English is enough for work, banking, healthcare and daily life in the larger cities. Two things are worth knowing anyway: official letters from the tax office and the municipality arrive in Dutch, which we handle for you, and if you later apply for permanent residence or citizenship, a language requirement does come into play at that stage.
